The Birmingham Crossroads Overlay District was created by Fulton County to create a “sense of place” for the area and preserve the rural setting. The development of Birmingham Village created the beginning of a town center for the area. Columbia was involved in this 19 acre, project from early conceptual design and construction cost estimating through final design, permitting and construction. Columbia performed land planning, preliminary engineering and detailed site design which consisted of 97,000 SF of retail space and associated parking. The overlay district’s guidelines required design of a regional waste water treatment facility to serve the immediate needs of the development and future needs of the Birmingham Crossroads Overlay District. Design of above ground ponds involved the use of cast in place concrete walls and a reinforced soil wall to allow for adequate volume for storm water and space for development. Expansion of Birmingham Road and Birmingham Highway involved permitting plans through Fulton County and Georgia Department of Transportation. Columbia also provided displays, data, and documents for community meetings and planning hearings and during construction provided construction management services
